C-BERT China Group

The Cross-Border Education Research Team (C-BERT) has recently established a collaborative partnership in China, with the mission of pursuing unbiased academic research and leading cross-border education development in China. The C-BERT China Group has three primary functions; first, to conduct research in cross-border higher education activities in China. Specifically, the C-BERT China Group will focus research efforts on Chinese-foreign Collaboration in Running School (CCRS); overseas education ventures by Chinese HEIs; the One Belt One Road Initiative; the People-to-People Exchange Initiative; and capacity building in Chinese higher education systems and institutions. Second, the C-BERT China Group will provide training for faculty and staff who specialize in internationalization of higher education; and third, it will provide consulting for the CCRS venture both inside and outside of China.

Dr. Li Zhang

Li Zhang is currently the U.S.-China PIRE Project manager at the University at Albany, State University of New York. She received her Ph.D in international higher education from the Department of Education Policy and Leadership (formerly called Educational Administration and Policy Studies (EAPS)) at the University at Albany, State University of New York. She is interested in the internationalization of both secondary and higher education. More specifically, her research areas include the establishment of International Branch Campuses (IBCs), organizational legitimacy issues, and quality assurance.

Li is a C-BERT Fellow and China Group Leader, focused on developing C-BERT connections with scholars on Chinese-Foreign Cooperation in Running Schools. Meanwhile, she serves as US Representative for the Association for Collaborative Leadership (ACL) China Office. ACL is an educational, research and professional organization striving to develop leadership capabilities and advance collaboration among higher education institutions in the United States. Also, Li serves as an independent consultant for Chinese universities that want to establish partnerships with US higher education institutions as well as other forms of internationalization the Chinese universities would like to pursue.

Dr. Zhangjing Zhao

Zhangjing Zhao is a research associate at the National Institute of Education Sciences, which serves as a think tank for the Ministry of Education. Zhangjing received his Ph.D. in comparative education from Beijing Normal University and his Master’s degree in higher education from Shandong Normal University. Zhangjing worked as a staff member at the Department of International Cooperation and Exchange, Ministry of Education of China between November 2015 and November 2016. His research interests include comparative education, pedagogy, and the history of Chinese modern higher education.

Fuchun Zhao

Fuchun Zhao is currently a visiting scholar at the University at Albany, State University of New York. He is an Associate Professor at Nanjing University of Aeronautics and Astronautics. He is an Ed.D. student at Nanjing University. Fuchun has assumed leading positions both in K-12 education and higher education. Fuchun’s research interests mainly focus on International Branch Campuses and capacity building in the Chinese higher education system as well as Chinese HEIs through cross-border higher education in China. He has published more than ten academic articles and three books. Fuchun is devoted to establishing and promoting international partnerships between Chinese universities and foreign higher education institutions.

Huaming Fang

Huaming Fang is a Ph.D. candidate in the College of Education, Zhejiang University, China. He once worked at Zhejiang International Studies University as a counselor of student affairs, and later as administrative staff. He led and participated in several research projects funded by Zhejiang International Studies University, the National Social Science Foundation of China, and the Zhejiang Provincial Department of Education. His research and publications cover various topics with a main focus on quality assurance of the American public research university. He is interested in educational policy, as well as international and comparative higher education. Currently, he is working on the Belt and Road Initiative and cross-border higher education.

Yan Zhang

Yan Zhang is a graduate student in the department of Education Policy and Leadership at the University at Albany, State University of New York. She majored in Communication Engineering asan undergraduate student at Henan University. She took part in the Robot Competition in Henan Province and won first prize when she was in high school. Yan oversees logistics and facilitates meetings of the C-BERT China Group.
